Once the dealer in Texas has approval to send the NFA item to your dealer in Washington, then another form has to be filled out by you the buyer. You, the buyer must fill out an ATF Form 4, which we talk about here. Once the ATF Form 3 is approved and the item arrives at your dealer, you fill out and have the Form 4 submitted, and then go find something to do like watching paint dry or grass grow, because NFA wait times are currently up to one year….
Do you want to know your Form 3 Status? Be ready to provide your name, or the name of your trust or corporation that you used on the application, the serial number of your NFA item and the name of the entity doing the transfer. With that information, the ATF can roughly see where in the system your application is and give you a rough estimate on when it will be completed. Remember, each ATF Form 3 has to be inspected by a live person, so they can only move as fast as they can be read and examined.
Electronic background checks are conducted for all EPs submitted with the application. Applications for new licenses and permits are then sent to the nearest ATF field office having responsibility for the area in which your premises are located. The field office supervisor will issue an assignment to an Industry Operations Investigator IOI who will conduct a face-to-face qualification inspection with you.
The IOI will interview you, discuss state and local requirements with you, review explosives storage requirements , review federal recordkeeping requirements, go over the application with you, and additionally discuss the laws and regulations with you. Assuming that all background checks have been completed and your premises address, storage requirements and proposed business operations are in compliance with state and local law, the FELC will complete the application processing and issue you the license or permit.
This will take approximately 90 days from the time your application is completely and correctly filled out. How can a person legally obtain NFA firearms? How does a person qualify to import, manufacture, or deal in NFA firearms? In a corporation this includes corporate officers, shareholders, board members, or any other employee with the legal authority described above.
For all license types, except type 03 onsite inspections are not required for Collector of Curio and Relics FFLs , the FFLC will then send the applications to the nearest ATF field office having responsibility for the area in which the business is located. The field office supervisor will issue an assignment to an Industry Operations Investigator IOI who will conduct an in-person interview with you.
